These Terms of Service (hereinafter referred to as “the Terms”) define the conditions of use for all products and services (hereinafter referred to as “the Service”) provided by the Secretariat (hereinafter referred to as “the Company”) between the Company and customers who use the Service (hereinafter referred to as “Users”).
1. Definitions
The following terms are used in these Terms:
1. “Content” refers to text, audio, music, images, video, software, programs, code, and other information.
2. “Service Content” means content accessible through the Service.
3. “User-Submitted Content” refers to content posted, transmitted, or uploaded by Users within the Service.
4. “Individual Terms” refer to documents distributed or posted separately from these Terms under names such as “Privacy Policy.”
2. Agreement to the Terms
1. Users must use the Service in accordance with the Terms. Users may not use the Service unless they irrevocably agree to the Terms.
2. By actually using the Service, Users are deemed to have irrevocably agreed to the Terms.
3. If Individual Terms exist, Users must comply with both these Terms and the Individual Terms.
3. Modification of the Terms
The Company may revise these Terms or Individual Terms at any time without prior notice. The revised Terms shall become effective once posted in an appropriate section of the website. Continued use of the Service constitutes acceptance of the revised Terms. Users are encouraged to check the latest Terms regularly.
4. Accounts
1. Users must manage their registered passwords responsibly to prevent unauthorized use. All actions taken with a registered password will be considered those of the User.
2. Users may cancel their account at any time.
3. The Company may suspend or delete an account without prior notice if a User is found in violation of the Terms or is likely to do so.
4. Accounts inactive for over one year may be deleted without notice.
5. All rights to use the Service will be lost once the account is deleted, including in cases of accidental deletion.
6. Points in the account will expire after 30 days of inactivity.
7. Accounts are personal and non-transferable.
8. Users under 18 years old may not register.
9. Users may not register or use a gender different from their legal gender.
5. Privacy
1. The Company respects User privacy.
2. Personal information will be appropriately handled according to the Privacy Policy.
3. The Company takes utmost care to ensure data security.
6. Service Provision
1. Users must prepare and maintain the necessary equipment and internet connection at their own expense.
2. The Company may restrict access based on age, identity verification, or other criteria.
3. The Company may modify or terminate the Service at any time without prior notice.
7. Advertisements
The Company may display advertisements from itself or third parties on the Service.
8. Content
1. The Company grants Users a non-transferable, non-sublicensable, non-exclusive license to use the Service Content solely for Service use.
2. Users may not use the Content beyond the intended scope.
3. Users are responsible for backing up their own User-Submitted Content.
4. The Company may review content to ensure compliance with laws and the Terms but is not obligated to do so.
5. The Company may restrict or delete content that violates laws, the Terms, or for operational reasons, without prior notice.
9. Prohibited Conduct
Users may not engage in the following while using the Service:
1. Acts that violate laws, court decisions, or administrative orders.
2. Acts that threaten public order or morals.
3. Infringement of intellectual property, privacy, or other legal or contractual rights.
4. Posting or transmitting discriminatory, violent, or socially inappropriate expressions.
5. Impersonation or deliberate dissemination of false information.
6. Sending unsolicited messages, spamming, or mass adding of contacts.
7. Commercial solicitation or use contrary to the Service’s intended purpose.
8. Providing benefits to antisocial groups.
9. Religious solicitation.
10. Unauthorized collection or disclosure of personal information.
11. Disruption of systems, use of bots, abuse of bugs, or unreasonable demands to the Company.
12. Assisting or promoting any of the above.
13. Posting links or content leading to personal or external accounts/websites.
14. Impersonating another person or entity.
15. Unauthorized commercial use of the Service.
16. Posting content including but not limited to:
1. Hate speech, violence, or content judged offensive by the Company.
2. Use of third-party images or profiles without permission.
3. Harassment or encouragement thereof.
4. Spam or chain letters.
5. Misleading, abusive, or defamatory content.
6. Pirated software/music or tools that circumvent protections.
7. Hidden or password-protected pages.
8. Exploitation of minors or solicitation of their personal information.
9. Instructions for illegal acts like weapon making or virus spreading.
10. Content promoting inappropriate drug use.
11. Content seeking passwords or personal data for profit.
12. Unauthorized affiliate links, lotteries, MLMs, or advertisements.
13. Content including bank account numbers.
14. Links to adult sites, scams, or harmful software.
17. Lending or allowing others to use your account.
18. Use of the Service by anyone under the age of 18.
19. Any acts that violate or may violate these Terms.
20. Acts against public order and morals.
21. Collecting contact info or IDs (email, LINE ID, etc.).
22. Posting personal information in public places.
23. Failure to comply after repeated reports or Company warnings.
24. Facilitating or enabling any of the above acts.
25. Any other acts deemed inappropriate by the Company.
In case of detecting Child Sexual Abuse Material (CSAM):
Immediately remove or restrict access to the content
Report internally to legal/safety departments
Initiate reporting procedures to NCMEC or relevant authorities
10. User Responsibility
1. Users bear all responsibility for their use of the Service and consequences thereof.
2. The Company may take action in case of violations but is not obligated to do so.
3. Users must compensate the Company for any damages caused (including legal fees).
11. Disclaimers
1. The Company makes no warranties (explicit or implied) about the safety, reliability, accuracy, or legality of the Service.
2. The Company is not liable for any damages arising from use of the Service.
3. Even in cases of liability, the Company will not be responsible for special or indirect damages arising from unforeseen circumstances.
12. Indemnity
If the Company incurs any expenses or compensations due to claims resulting from a User’s actions, the User shall reimburse the Company for such expenses, including legal and reputational recovery costs.
13. Disputes Between Users
Users are solely responsible for their interactions with others and must resolve disputes independently. The Company is not liable for any conflicts or damages arising therefrom.
14. Contact
1. Notices from the Company to Users regarding the Service will be made through appropriate locations within the Service or other methods deemed suitable by the Company.
2. Inquiries from Users to the Company must be made through the inquiry form within the Service or by other methods specified by the Company.
15. Governing Law and Jurisdiction
These Terms are governed by Japanese law. Any disputes between Users and the Company arising from or related to the Service shall fall under the exclusive jurisdiction of the Tokyo District Court or Tokyo Summary Court as the court of first instance.
